Kay holds a PhD in agricultural economics from Waikato University, New Zealand.  Prior to joining ACERH, she was a senior policy analyst at the Ministry of Agriculture and Forestry in New Zealand, specialising in measurement of productivity growth, and forecasts of agricultural production and prices.  Kay provides research support to Professor Luke Connelly and is currently working on the economics of acute care surgery in Australia.
